WHY THIS IS NEEDED: Part of the DLVP plans are to encourage a "back to the land" movement. The dangers of capitalism lie in not in the accumulation of wealth per se, but in the exploitation of men. Namely, the ownership of the means of production. While Metzists and Communists wish to destroy private ownership to end exploitation, we wish to expand it.

People are likely to work harder and with greater commitment if they themselves possess the land on which they labour, which in turn will benefit them and their families as workers will be able to provide for themselves and their household. It is the very basic idea that when men have the opportunity to possess property and work on it, thus eliminating the alienation they may feel toward wage work.

To encourage the selling to land, the purchasing of equipment for farming, achieving the education to become successful smallholders, the DLVP and the State will make available grants and compensation schemes to encourage small farms and agricultural growth. This will be funded by keeping the current agriculture funding as is although the current policy is one of local government implementing plans.

Soon, workers who wish to see a change in their lives, who feel exploited and unappreciated, will be able to go back to the soil and contribute. They will see the very ground that they manipulate change and grow their livelihoods. They will see the animals they tend grow fat and provide through their own hard work and perseverance.

No longer will they be exploited by greedy CEOs and transnational corporations. They will be truly free for ownership is democracy at its most basic.


Farm Size Details:
1.The Ministry of Agriculture shall work in accordance with local authorities to evaluate the fertility (i.e. soil quality, forest, topography, freshwater quality/access, rainfall access to transportation, etc) of all current family-owned and operated farms 100+ hectares (247+ acres) and corporate farms of 50+ (123 acres).

2.Family-owned and operated farms that are deemed eligible to be broken to a maximum 200 hectares based on fertility estimate. Generous compensation to be established by national and state Agriculture Boards.

3.Corporate-owned and -operated farms that are deemed eligible to be broken to a maximum of 75 hectares based on fertility estimate. Fair compensation to be established by national and state Agriculture Boards.

4.The remaining land to be distributed to a new, eligible farmer at between 8-12 hectares (~20-30 acres) based on fertility estimate. These new farms to be registered as "Neue Bauernhöfe" (New Farms), or NB.

5.Registered NBs to be eligible for tax holiday (for all national/state income or national/state property taxes) for no more than three fiscal calendar years from time of registration of the original owner.


"NEW FARMER" ELIGIBILITY:
1.Register for "New Farmer" status with national/state/local governments to receive land with initial, upfront payment of Ɖ100 per hectare by family. No more than four adults may be registered as owners per NB. "New Farmers" are only eligible to have ownership or partial ownership in a single NB property.

2.Depending on fertility estimate, land to be distributed through a no-interest mortgage through local agriculture credit union paid upfront by the state (see compensation of original farmer/owner above); mortgage not to exceed total of Ɖ20,000.

3.All register "New Farmer" adults to complete no less than 10 hours worth of agriculture courses with positive marks before receiving lands. They must complete no less than 30 more hours of agriculture courses with positive marks by the end of their first calendar year and no less than 20 more must be completed with positive marks by the end of the second year.


SELLING AND RENTING REGULATIONS
4.The "New Farmer" must own, occupy, and improve on their land allotment for no less than five calendar years of closing. They are unable to SELL land in part or in full to a third party for no less than five years; all sales will be eligible for purchase by local Agriculture Board, if the Board chooses not to purchase land, it may be sold in part or in full. Failure to adhere to these rules may incur forfeiture and/or fine.

5.The "New Farmer" must own, occupy, and improve on their land allotment for no less than five calendar years of closing. They are unable to RENT land in part or in full to a third party for no less than two years; the local Agriculture Board must approve of any rentals during that time period. Failure to adhere to these rules may incur forfeiture and/or fine.

6. Subletting is allowed only with the approval of the local Agriculture Board.

7.All land and other property on it may be bequeathed or transferred to a family member(s) with approval of the Agricultural Board.


IMPROVEMENTS TO THE LAND
8.Improvements by "New Farmers" must be no less than Ɖ4,000 over five years. Failure to improve on land may incur forfeiture and/or fine.

9.Improvements must be agricultural in nature.

10.The "New Farmer" is eligible for national/state/local house construction tax incentives at their prerogative.

MessageThis Initiative will serve two purposes:
1. Eliminates the lobbying power of large, factory and commercially-owned agricultural enterprises.
2. Allows for the creation of numerous new farm opportunities for returning veterans.

What does the SNP suggest we do for our returning veterans? Give them aid? Subsidize their job training so they will return to a world of capitalist uncertainty? This will use their subsidy to create a sense of ownership and stake in the country for which they fought.

For a member of the Dorvish nobility, you seem to be ill informed of the rather large portion of Lorman farmers (in Miktar) and Largonian farmers who run and own family run farms. The fear mongering "lobbying power of large, factory and commercially-owned agricultural enterprises" will get you no where with the SNP.

For quite sometime the land has been owned and worked by many families, including the one you likely draw nobility from. I would venture to say that the Dorvish Agrarian League, which comprises the majority of land-owning families, disagrees with your assessment.

I wouldn't worry about our veterans, you stick to your realm and our military will handle what they need to do. You fail to realize that a Dorvish soldiers duty rarely ends when combat ends, many of our "veterans" are professional, career military soldiers and those that aren't? They are provided some of the most comprehensive programs in the world.

Splitting farms arbitrarily and removing the rightful owners of property, is quite frankly, dangerous.

One cannot help but feel the irony of being told that the lobbying power of large agro-businesses is fear-mongering and that the Dorvish Agrarian League - a large agro-business lobby - disagrees.

The DLVP is a smallholder's party. At its roots is the desire to see small farms reestablished as the basis of Dorvish society. The DAL is more than welcome to work alongside their local governments to determine how farms are to be broken up to facilitate the move toward a more equitable society based not on government welfare but on government aid to establish further private ownership of the means of production.

No where in the Initiative does it mention that farms would be split arbitrarily? Provincial and locally-run Agricultural Boards would decide on these issues. The rightful owners will be generously compensated as per the Initiative and the decision of Agricultural Boards.

Finally, I am a Markgraf, meaning the family of husband were granted their position as a military position to protect the southern borders of this nation, not for agricultural reasons. Also, it's "Frau" or as I am not a small girl.
