Upon hearing the comments of the ZPD, and hearing that Herr Schneider has indeed resigned, we decide to submit this proposal in advance, to meet their 6 month deadline that they have proposed. It is unfortunate that our party was unable to confer with our comrades in the SED and SVP before sending it off to vote. This bill, in all its sections, comes with reforming the two highest offices in the land to erode the federalist elements even more so, and proposes collective offices of Bundeskanzler and Bundespräsident. Section I— The office of Bundespräsident will be renamed the Staatsrat der DDR (State Council of the DDR), and its structure will be governed by a chairman (Vorsitzender des Staatsrates) whose term limit is unlimited, only preempting a new election upon the removal or resignation of the post, and 6 deputy chairman, for a total of 7 supreme lawmakers for the nation. Section II— Elections for the Staatsrat will be held during the normal election cycle for the nation's parliament. Section III— The office of Bundeskanzler will also be governed collectively, named the Ministerrat der DDR (Council of Ministers of the DDR), with ministers of all subordinate government offices retaining membership within it, for a total of 13 members, reporting to 1 Vorsitzender, for a total of 14. The term limit of the Vorsitzender des Ministerrates is a maximum of 8 years, but however can be revised to more or less. Section IV— Elections for the Ministerrat der DDR will also be held during normal election cycles. Section V— Ministers of both offices can be removed for reasons which include: -A minister has committed crimes against the state. -A minister has failed to execute their office effectively or seems unfit for the position. -A minister has been engaged in a criminal investigation or scandal. Section VI— Ministers or Chairman can resign, preempting a reelection or assignment of replacement, for reasons which include— -A Minister or Chairman is of poor or failing health. -A Minister or Chairman has served up to or past the age of retirement. |
