We are not at war and there are no big threats in the forthcoming years. Why do we need bomb shelters (by the way even in the event of war, with the buildings constructed under the current law we should already have enough shelters)?. And I think we don't need to assassinate foreign leaders either... |

Old value:: Every public building is required to feature provisions for civil defence, but there is no requirement for shelters to be open to the public.
