Description[?]:

The purpose of the bill is to announce the establishment of a colonial administration under the auspices of Commerce, Yeudism, and Civilisation within the former Republic of New Verham and to paved the way for settlement and responsible self governance in a primitive land. All Natives shall be left unhindered and permitted to continue their current way of life as such. Settlement is to be limited in form and commercial by nature.
