MessageThe reason welfare was increased is because the government got out of the housing business and wished to make sure that the poor would have the ability to pay rent such that it would give them some choice - thus ensuring some onus on the landlord to maintain their buildings and neighbourhood to attract tenants. Since unemployment is very low this is not a great number of people in any case.
