| Message | Mr. Speaker, a century ago we had a Defence budget which exceeded LOD 20 billion. Because of incompetent leaders the Defence department has suffered a lot. Even with some financial injections from our part, the Defence department can not cope with the demands any longer without extra budget. On the other hand, those same incompetent leaders have managed to create a fine environmental system, which does not use the whole of its budget. We can spend that surplus elsewhere.
