Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

This bill will be voted on OOC, as Leo (the Labor Democratic Front) and I have agreed that it'd be interesting for RP purposes to empower a monarch. ICly, his party is opposed to this, so here's the backstory for future.

November 4350: Snap election is held (http://classic.particracy.net/viewnews.php?newsid=605534) and White Trigunia receives 50.13% of the vote in State Duma election. Lyonya Brantov elected President of Trigunia for second term.

December 4350: Rumors abound as Lyonya entertains Arkadiy Larionovich Perezhogin, the scion of an ancient noble family with ties to the Rothingren-Traugott family, leading to speculation that Perezhogin will be offered a position in government.

January 4351: Perezhogin gives a speech in Lishma on the island of Tirgith, a stronghold of White Trigunian support, extolling the virtues of the long-defunct Tsardom of Trigunia, noting that the Rothingren-Traugotts led Trigunia as a major world power.

February 4351: Lyonya, in a speech to reporters, reaffirms that White Trigunia has always been a party of monarchism, as "a monarchy is the only form of government which takes the fickle politicking out of the important decision making process."

March 4351: In an unprecedented event, Lyonya and his administration begin to claim, subtly at first, that the November 4350 election was a "referendum on the Tsar," and indicate that they feel there is popular support for the reinstitution of the Tsardom.

April 4351: At Lyonya's urging and with financing from the Perezhogin family, the Bear's Den Palace (http://particracy.wikia.com/wiki/Bear%27s_Den) is reopened and Perezhogin and his family take up residence as "inheritors of the estate."

May 4351: Abandoning subtlety, Lyonya visits the Bear's Den and, flanked by Perezhogin and his cabinet, announces that the November 4350 referendum gave a clear mandate for the restoration of the Tsars in Trigunia. Announcing Perezhogin to be the heir to the Rothingren-Traugotts, he proclaims him "His Royal Northern Highness Arkadiy Perezhogin, Lord of Winter, Great Prince & Tsar of Trigunia" and announces that from henceforth he shall serve as Viceroy of Trigunia, rather than as President. Lyonya begins inviting his newly-named Tsar to state events in an official capacity.

This obviously should be controversial forever. Essentially the White Trigunians took to calling a man Tsar, gave him a palace, and did all this based post-facto on a very razor-thin electoral result. There was no constitutional majority, nothing even close - they just took advantage of the fact that democracy works on the honor system, started calling things what they wanted to call them, and hoped eventually people would get used to it.
