Mr. Speaker By this Act, the Government seeks to make an addendum to the Anti-Communism Bill of 4352. We shall ensure that policing and our military caste remains vibrant and decentralised by allowing a degree of autonomy among our armed forces, as well as by allowing our militias to play a part. The right to form a paramilitary shall no longer be reserved for the Phalangists, but shall be open to every legal organisation that seeks to protect their local communities according to their own values and needs, and train our free people to protect themselves and their liberties. They will act as a policing force where applicable. All paramilitary organisations must promise to: - Enforce the Anti-Communist Act in their resectivecommunities. - Defend and uphold the rights of all Pontesian citizens, no matter race, religion or sex. - Be ready to fight for the Pontesian homeland, in times of war. The Government shall furthermore outsource policing duties to competing security companies, to ensure cost-effectiveness and professionalism. Groups subscribing to extremist ideologies such as Communism, Anarchism, Fascism and Ahmadism are explicitly prohibited from forming paramillitary organisations.
