Civilization is built on a foundation of education, so for our population we submit this recommendation: the installation of public reading stations (libraries) and creation of public university organizations. Incorporation of this recommendation will bring a rejuvenation of the nation. Salutations. |

Current: The government allows private higher education but regulates it to meet nationally set standards.
Proposed: The government allows public and private higher education institutions to coexist with self-regulation for those that are private.

Proposal[?] to change The government's policy towards the funding of libraries.
Old value:: Books may only be obtained through private dealers.
Current: The national government controls a vast and comprehensive system of public libraries.
Proposed: Funding and operation of libraries is left entirely to local governments.
