| The Gouvernement of Kanjor hereby establishes the "Société de Portefeuille Nationale" (National Holding Corporation), or SPN. Article I: The SPN shall serve as a sovereign wealth fund, a state-owned for-profit investment fund, to aid in the formation of and advancement of the national economy and increase the wealth of Kanjor. Article II: While the SPN shall be and maintain its status as an independent state-owned investment holding company it will report to and is responsible directly to the Ministry of Finance. The management and board of the SPN ultimately reports to the the Ministry of Finance, the Gouvernement, and the President. The composition of its Board of Directors shall be appointed by the Ministry of Finance and approved by the President. Article III: The SPN shall have the authority and responsibility therein to invest its defined sums, granted by the Gouvernement, in major corporations both foreign and domestic, and other investment opportunities for-profit and betterment of Kanjor. Article IV: Third second year, the SPN shall be audited by the National Audit Office under the power of the Office of the President. NOTE: Funding for SPN shall be negotiated and made available in the next major Budget. |
