(This bill was proposed by the minister of Internal Affairs Alexander Bird)
It is a right for the hutorian people not to live through military dictatorship. The militaries do not have capabilities to act as a police force nor do they have the necessary formation to perform the duty of a police officer. We understand that in case of serious emergencie we must act quickly and effectively, but there is other way to do it, calling the millitary will only make the situation worst.
