Authorities and Powers of His Royal Northern Highness, Great Prince and Tsar (and successive monarchs of Trigunia): Article I - The Great Prince and Tsar will retain many of the ceremonial duties of the head of state, prior to the restoration of the monarchy. The Great Prince and Tsar will be considered to be the head of state of the Great Princedom of Trigunia and can act ceremonially and acts as protector of the Trigunian constitution and guarantor of national sovereignty. Article II - The Great Prince and Tsar will be also responsible for foreign relations, he is the chief representative of the Trigunian state abroad and has the right to accredit and receive ambassadors, grant amnesties, open embassies and consulates and generally manage foreign affairs as necessary for the Trigunian state; Article III - The Great Prince and Tsar will be responsible for leading the Trigunian State Council and making all decisions related to its function and operation as well as making all decisions regarding the nobility of Trigunia; Article IV - The Great Prince and Tsar will also be granted the status of Supreme Commander-in-Chief of the Armed Forces of the Great Princedom of Trigunia which will empower the Great Prince and Tsar to make all decisions related to the armed forces and the security apparatus of the state as necessary and is authorized by the № 4-4371 "Law on the Defense of the State and the Authority of the Supreme Commander-in-Chief" (http://classic.particracy.net/viewbill.php?billid=563552); Article V - The Great Prince and Tsar is mandated by law to take all necessary steps to re-establish law and order if public order and security is seriously disturbed or endangered; Article VI - The Great Prince and Tsar is authorized to appoint and reject appointment of executive positions within the Trigunian state with approval of respective ministry representatives and the head of government unless absolutely necessary to maintain law, public order and security; Article VII - The Great Prince and Tsar will reserve the right to use powers traditionally exercised by the head of state even if not specifically mentioned within this act of the national legislature. |
