Following The Sørvestland Insurgency Rutania must consider how we can act more swiftly in the future in order to support our allies. This legislation seeks to reform national policy in order to allow foreign aid to be given to selected nations. This bill would also nominate Luthori and Kazulia, both allies through the Northern Council to seats on the security Council.

Currently Rutania's nominees hold their nomination due to some long forgotten bargain, we propose supporting our allies and abstaining in areas of the world where Rutania has neither friends nor enemies. We propose placing Rutania's interest in the Northern Hemisphere solely and focusing our foreign efforts there. Diplomacy is one of the greatest tools to promote trade and cooperation and most importantly to prevent war; therefore this bill proposes empowering the Commonwealth to better perform diplomacy.
