Honourable Deputies,

This Confederation should be espousing democracy, and be striving to become more democratic at all times. Our proposals will help achieve that. Whilst the position of Chairman of Council of Ministers (Kizenian: Președintele Consiliului de Miniștri) exists in our Constitution, it does not appear in our legislation. We believe that, whilst the President should have the right to nominate the Cabinet, he should not be party to it. Let the Head of Government and the Cabinet address legislation.

Articles of the Constitution that would be altered:

Article XIII
The President formally appoints the Prime Minister (as his Head of Government) and the Cabinet based on the nominations to these offices by the United Assembly.
The President can, on his initiative, and with the approval of the Prime Minister terminate the functions of one or more members of the government.
The Prime Minister can demand of the President to terminate the functions of one or more members of the government.
The Prime Minister can demand of the President to terminate the functions of one or more members of the government who make their individual or collective resignation.

Article XIV
The President presides over the Cabinet composed of the Prime Minister and the ministers.
The Cabinet meets on the initiative of the President or on the demand of the Prime Minister.
The President can, on the basis of a specific agenda, delegate to the Prime Minister the presidency of the Cabinet.

Plus the changing of language from "Prime Minister" to Chairman of the Council of Ministers

MessageHonourable Deputies,

The PIK would be interested to hear the opinion of the parties on this matter. Currently there is a little confusion over the actual structure of our government. Some sources state the Confederation is a semi-presidential system, whilst others state we are a presidential system. The PIK believes that the strategies laid out in the bill are the best way to address these confusions.

When the constitution was made we still had the unoriginal president and prime minister. Later when two veterans came to New Endralon we changed that and because the president in the game is always undervalued (has almost no powers) we decided to combine them in one post. Unfortunetaly we forgot to change the constitution.We can now do two things, or create the chairman position or alter the constitution so that it is in one line with the current situation.

MessageOOC: I think that the PIK would push for the official creation of the Chairman position - I doubt it would like the idea of a particularly powerful Chancellor (shows lack of autonomy for the Republic, and an overarching Confederation in their eyes). So that is what the party would push for in game.
