Honourable Deputies,

It is necessary for us to create a balance between the exploitation and the preservation of the natural landscape. This is particularly true for the resource-rich regiune of Kutohaderia and hence the Kuzaki Republic. For this reason we believe it necessary to reduce the Confederation's control over such measures, and allow the individual republics to preserve the environment.

We are extremely disappointed that the government has decided not to support our proposals. We believe they are a fair mix between preservation and exploitation. Further they help give the Republics more control over the areas of land they control. We would request that the government informs us of the reasons why it has not lent its support to this bill.

We have decided to vote against this bill because enviroment isn't a task for the republics. Actually, enviroment isn't even a task for the Confederation. Pollution doesn't stop at the border. Clean air is a matter for us all! If we leave the enviroment to the republics they will be irresponsivle and leave the pollution alone to increase their economy. Responsible Republics will then have to compensate for the other Republics and will lose their economy.
