| With this bill is established the "Ufficio Nazionale di Arbitrato Commerciale (UNAC)" as administration depending from the Minister of Trade and Industry. Role This Agency is established for the protection and promotion of competition and legislation on requirements for the exercise of economic activities in all the economic sectors, including the sectors of trade, crafts, services and professions, discipline and administrative appeals related to the role of experts, to the activity of mediation and to auxiliaries of commerce, recognition of foreign qualifications for the professions under the jurisdiction of the Ministry not otherwise attributed and keeping the list of associations of professions not organized in orders or colleges and the list of quality marks of services - statistics on business and the tertiary sector, implementation of international policies in the matters under the responsibility of the Agency, international cooperation in the field of protection of consumers, cross-border consumer assistance and consumer information - policies, legislation and projects for consumers - keeping the national list of consumer associations, regulations and administrative obligations in the field of quality of products and services, product safety and their compliance and surveillance on the market - technical regulations - premium events - regulations and administrative provisions relating to trade fairs, commodity exchanges and general warehouses - regulations on the business register and on the repertoire of economic and administrative activities and supervision of the relative activities of the chambers of commerce, keeping the national index of certified e-mail addresses of professionals and companies and organization of the chamber system - supervision of the Chambers of Commerce, their Union and special companies - regulations for the safety of buildings, elevators, machines and industrial plants and measures for the relevant verification activities. Directorates-General Within the National Agency are established several Offices, each one dedicated to a specific field of the economics and related activities. Each Office's establishment must be approved by this Chamber. Mediation activity The National Agency, in the role of Guarantor for competition and the market, has the authority to act also as mediator and intermediary during negotiations between companies and other economic actors, to oversight on the respect of the rules of fairness and competitiveness and to contrast illegal and/or unfairness behaviors. Oversight The oversight of the UNAC will fall under the Ministry of Finance, which will appoint a director who will serve at the pleasure of the Minister. |
