| Secretaries of State function within certain ministries in the Cabinet. The Prime Minister is to fill these positions while forming a cabinet. Players will not be obliged to use these particular secretaries of state, however, they cannot scrap the role of Secretary of State without a 2/3rds majority of players approving. Players who break this rule will be reported to moderation" I think you would probably need to pass a RP law setting all of this out first. Moderation is probably unlikely to consider enforcing it unless you can point to a properly-passed RP bill. Also, I don't think you can introduce a law which can only be abolished with the unanimous support of all players.
