Description: To build a new international airport in Beluzia with which to generate much needed tourist revenue. A first phase of a major upgrade of Beluzian infrastructure. Beluzian Airlines will operate from this airport.

Proposed Location: Karavshire, Iker Ado, Beluzia

Building Time frame: Expected to be between 5-6 years.

Potential Cost: Between 17-20 billion

Means of raising revenue: 1) Budgeted 2) National Lottery 3) Public-Private Partnerships 4) Sale of airport land to private investors (requires airport legislation to be changed).

Liberty favour option number 3 in order to reduce costs to the taxpayer. In the simplest terms it proposes private investors plan, finance, construct and operate the airport in return for a share of revenue generated from its operations (shops, restaurants, landing fees, hangar usage fees, taxes etc) but ownership would remain in Beluzian government hands.


Parliamentary Passage: After a period of debate the bill will be renamed the Beluzian International Airport Act (date pending). Final passage of this bill requires majority parliamentary approval wherein building will commence immediately.

MessageAn international airport would be a worthwhile expenditure. However, it would truly have to be an international airport of a significant scale if it is to result in value for money. It would have to make Beluzia and Bailon the major airport hub for the entire continent.

Our main issue concerns the proposed location. Iker Ado is the southern-most province of Beluzia and Bailon and it is our view that such an airport should be in a central location. As a result, my party recommends Parlos Decina or Iliathar instead.

Second, we want the maximum amount of private sector involvement as possible in this project.

Third, we require either the inclusion of Bailon in the airport's name, or conversely, the construction of a new regional airport for Bailon.

Liberty are also interested in promoting private sector involvement. If a public-private partnership is adopted, as outlined above, the government will incur none of the costs but will, instead, be committed to letting the Beluzian Airport Corporation, a consortium of wealthy investors, share subsequent operations revenue. It is believed this to be the best move for all concerned.

Liberty too seek to make this airport a major regional hub. At the very least this project ensures Beluzia continues to have a serious advantage in the burgeoning tourist market. Equally if Beluzia doesn't take this opportunity we run the very real risk of being left behind with our small, outdated airport systems with the added risk of significant price rises later on. It is our understanding that other nations are eying proposals to build major airports in the near future. Also, as everyone is aware these nation-building projects are notorious for being subject to the ebb and flow of domestic politics, Beluzia is no exception. With all of this in mind it cannot be emphasised enough how important it is to get this started. Diligently but with a degree of speed.

The question about the proposed airport location in Iker Ado is a good one. Placing the airport in Parlos Decina was considered. However as it already contains the large sprawling capital city of Fort Thorne investors felt that regional congestion would be an issue. Residents also brought up the very real and important issue of aircraft noise. Negunia contains the major commercial Port Maynard which investors have said would be an interesting prospect for renewal so again congestion would be a problem. Bailon would be difficult to get to and as a chain of islands is significantly smaller than other regions. Iliathar maintains Fort Tackstov a major military base with it's own small airfield. A commercial redevelopment is considered impossible. The better option was thought to be Karavshire because of the potential for flights to take off and land via the [Iker Ado bay] thus reducing the noise impact on residents considerably. There is a huge potential to link Karavshire to Fort Thorne via high speed rail link also. Lastly, naming of the airport. Proposers hadn't considered a distinct naming convention for Bailon as that region's people are proud members of the Republic of Beluzia and not a separate entity. Nonetheless our honourable friend should be assured that the airport name is not set in stone with the passage of the bill. It is merely a working title so that everyone knows what is being discussed. There will be plenty of time to discuss potential names later in proceedings.
