Clodian Law on Small Enterprises Senators, It is a widely acknowledged fact that regulations benefit large companies and hurt small businesses, that however well-indented they ultimately hurt those whom they are mean to help, and that placing a financial burden on businesses that only the largest can carry will eventually lead to monopoly and the destruction of the free market and widespread ownership of the means of production. In order to put an end to this injustice and to assist small businesses in their competition against larger and more established firms we propose to remove the requirement that small enterprises contribute social security payments to their employees. Worker cooperatives already include various programs that take care of their members in need, and thus the involvement of the government in their level of social security contributions simply stifles their growth and leaves them vulnerable against larger companies. Under this bill Small Enterprises are defined as companies employing fewer than 250 employees, with no stakeholder having more than 25% stake in the business, and with an annual turnover of less than SEN 500 million. With the passing of this bill Small Enterprises shall be exempt from the requirement to cover their employees' social security contributions, although they may continue to do so voluntarily.
