Mr Speaker,

We would like to set a new standard for the use of weapons of mass destruction, which, if agreed here, we would take to the international community and look for all countries to adopt.

Please note that these proposals apply in relation to the current stable nuclear powers and would not apply if a rogue state or terrorist suddenly acquired such weaponry.
