Description[?]:
Yukimuran Law on Senatorial Immunity Senators, It is rather unfortunate that a recent dispute in our Senate has escalated to the point of being brought before the courts. While I do not disagree with my colleague's assessment of the specific statements made in that instance, I do find that this creates a dangerous precedent and opens the door to abuse. Parliamentary immunity is something that the Republican Party has supported several times before, and I believe it is now time to implement this measure, to avoid frivolous litigation and protect our representatives in the exercize of their duties. For this reason we propose to legalize parliamentary immunity and grant Senators protection from civil action for slander and libel in the exercise of their legislative duties. With the passing of this bill all Senators will be allowed to speak freely during Senatorial sessions, and may not be prosecuted for slander, libel, or minor violation of hate-speech legislation. This protection will extend to all statements and acts occurring as part of Senatorial procedures, but will not grant Senators immunity from criminal prosecution. I hope that through this measure we can restore some semblance of order and sanity to the Senate and avoid needless excesses. Hiroto Yukimura Minister of Internal Affairs |
