| This Bill aims at reauthorization of the Kalistani National Ferromineral Company (KALNAFERCO) for the nationalization, exploration for, exploitation, extraction and export of Kalistan's National iron, coal and steel resources. The text of the original Bill is as follows: This Bill hereby formally nationalizes the exploration, extraction, refinement and distribution of all ferrous mineral resources in Kalistan. Major Deposits covered by this Act include: * The Neveras Iron Range * Any subsidiary or related Iron ranges which may be discovered and are related to the Neveras Iron Range. This Bill authorizes the Finance Minister to allocate funds necessary to purchase, under eminent domain, of all private property in the range and within 1 mile away from the edges of the proven range. The Eminent Domain covers only surface property- All mineral and subsurface claims shall be transferred without compensation. This Bill also officially founds the Kalistani National Ferromineral Company (KALNAFERCO), under which all assets described in this bill shall operate and be funded. This Bill directs the Finance Minister to allocate funds sufficient to open, fully staff and operate for a contract term of 10 years a Kalistani National Ore Refinery, which will be responsible for smelting the ore, with automatic renewal, pending waiver of optout. The Refinery should be built in The Bong Valley region of Neveras District, and should employ the most modern methods of smelting and refining the Ore. Additionally, all effort should be taken to ensure that the smelting process be conducted in the most environmentally safe and conscious manner, and no expense will be spared in the effort to ensure that the environment is not degraded due to the development. The Finance Minister will furthermore allocate all necessary funds to purchase, construct or contract for all infrastructure needed to take ore from the Neveras Range to the refinery, as well as transport refined pig iron across Kalistan to the Port Elga at Sulari. Direct sales from the National Ore Refinery in the Bong Valley to foreign purchasers is not permitted, but direct sales of pig iron at Port Elga are permitted. The Finance Minister will also allocate finds to develop existing coal resources in Kalistan which, at some point may be nationalized under this Bill, and shall allocate funds to the Ministry of Industry to build a National Steel Mill at Sulari. The Ministry of Industry shall oversee the operation and the maintenance of all KALNAFERCO operations and assets. Ore refined at the National Ore Refinery will be designated to supply local demand first and shall be sold to domestically at cost. Any surplus will then be offered to the world market at market prices. KALNAFERCO will adopt the dual economic system with regard to management. Stock will be publicly traded on world markets. The Kalistani Republican Government will control 51% of all stock released, and the remaining 49% of the stock will be available to be sold with preference to Kalistani investors. The corporate structure of KALNAFERCO shall imitate all other Dual Economy structures, with more than half of all officers hired from existing employees, who themselves are subject to Employee votes of confidence, while the remaining offices are filled by the stockholders, or their representatives on the Board of Directors. The Chief Executive Officer will be directly elected by the Employees of the Company, while the Chief Financial Officer will be appointed by the Stockholders. The Government of Kalistan is hereby prohibited from transference of any of its stock in the company into private ownership or trusteeship. In the event that Kalistan seeks to divest itself of its controlling interest in the firm, the entire company shall be considered liquidated, and all operations in regards to exploration, extraction, refinement and distribution of Kalistani ferrominerals from Kalistani deposits shall cease. This Act will be enacted upon receiving an affirmative vote from a majority of the seats in the Chamber of Deputies. The Chamber of Deputies shall enact all laws necessary and proper to the correct operation of this Charter. This Act may be amended by a 2/3rds affirmative vote of the Chamber of Deputies. The full; amended Charter must be included in the description of Amendment Act. |
