| This Bill re-establishes the Organization of Drug Exporting Nations Cartel. Pursuant to this Act, we will be eliminating restrictions on recreational drugs, including tobacco and alcohol which currently exist in Kalistan. The passage of this act will be followed up with the rejoining of the ODEN II treaty. The text of the original treaty is as follows, though this bill aims at establishing the statutory basis for ODEN in Kalistan. Text of the Treaty The Organisation of Drug Exporting Nations (ODEN), headquartered in Kaliburg, Ananto, Kalistan, is a coalition of states dedicated to the purpose of promoting the good and proper manufacturing, exporting and selling of drugs across the nations of Terra. Whilst ODEN is ratified the following shall be carried out as a matter of government policy: * There should be minimal taxing of drugs, pharmacological chemicals, mind and physiology altering substances, intoxicants, including alcohol, tobacco, marijuana, other naturally occurring substances, and other chemlab manufactured substances [herein referred to simply as drugs] plus all paraphernalia needed to properly use these drugs and chemicals, to include hypodermic needles, rolling papers, and other smoking materials in order that trade of these materials should be free and open. * No company or government agency should be allowed to develop a complete monopoly on the sale of drugs so that citizens should always have a choice of multiple, available facilities where they may purchase drugs. The Government may play a role, if the Signatory Nation decides, in acting as a unified mart for all drug purchase and sale, according to policy options allowed under the Treaty. * All Governments will perform the regulatory function of their national drug production to ensure that the highest quality drugs and paraphernalia are maintained and available for trade both domestically and internationally. Only the highest quality products, which receive the official ODEN seal, may be sold internationally. ODEN will work with signatory states to develop quality standards. * All Governments will periodically inventory their national productive capability and will place the summary of the audit in the ODEN Forum: http://forum.particracy.net/viewtopic.php?f=14&t=6422 * Constant engagement to bring an end to prohibition of drugs across Terra * Establishment of an annual conference in which representatives of all parties from all member nations can discuss the actions and policies of the ODEN The headquarters building of the ODEN shall remain in Kaliburg, Ananto, Kalistan but regional offices shall be established in all member nations. The consistent purpose of all meetings of the ODEN is to scrutinize and evaluate the policy on drugs of nations across Terra and the economic, societal and political impact of these policies. The ODEN shall establish a committee whose role is to ensure that all member nations are following the clearly laid out policies established in this treaty. Furthermore, it shall seek to encourage non-member nations to also comply and to then ratify this treaty too. This Act will be enacted upon receiving an affirmative vote from a majority of the seats in the Chamber of Deputies. The Chamber of Deputies shall enact all laws necessary and proper to the correct operation of this Charter. This Act may be amended by a 2/3rds affirmative vote of the Chamber of Deputies.
