Since there are no more religious schools left operating in Hobrazia, those religious students
now in public school must be ensured that their right to pray isn't taken from them like their schools were.
As it is optional, denying prayer to those students who wish to is also denying those students the same
civil liberties protection granted to everyone else. The law that was originally intended to protect the secular
students from the praying, fanatical religous students is now stomping on the freedoms of those
religious students and with the government's support. Schools cannot deny any student the right to pray.

MessageSee UB's response. What the introduction of the new law would do is force those pupils attending any school that has a rule that teachers lead prayers to be forced to pray, so these students are now having their civil liberties breached.
The current law does no disallow those pupils who wish to pray to pray, but it does stop any teacher from forcing any pupil who does not wish to pray to pray.
