Introduce a mandatory public pension which will ensure that all citizens will have some form of income to support their livelihood after retirement. This mandatory pension will be funded by deducting 2% of a persons income as well as an equal contribution from the employer. The annual maximum contribution limit will be 4% of the average income in the Commonwealth of Hutori.

Individuals who want to contribute to a private pension on top of the public pension may do so.
