| The Socialist Party of Kalistan (SPoK) propose to adjust the government's spending budget to better address the economic and social situation of the United Republic of Kalistan. This Bill represents cuts commensurate with the phasing out of expansion programs and nationalizations put in place twenty years ago. Those programs have been long completed, and news ones begun and expired. And meanwhile, ministries of the Government have been building slush funds which will allow them to not only continue expansion, but also to maintain significant surpluses for further development, due to investment of the overages in the National Bank. This Bill reflects cuts made on the revenue side and cuts an additional 60 Billion KRB out of large programs such as Industry and Trade, Infrastructure, Defense and Health and Social Services. We believe that the withdrawal of Government overfunding in these Ministries represents an important adjustment which is long overdue in the National Economy, and we believe that it is a step toward more efficient management of the National Funds. This bill will increase the annual national surplus to nearly 250 Billion KRB, and will permit further decreases in taxes in other areas, such as corporate taxes and other taxes. The Finance Minister endorses this proposal, and urges all Parties to support it. Furthermore, the Finance Minister would like to add, explicitly, that the ability to reduce revenues and spending is due SPECIFICALLY to correct management and National Investment of the National Fund by Socialist Administration, transparency in accounting, and direct foreign investment in Kalistani National Industries. Elimination of those Nationalized industries by Parties which are ideologically opposed to the public sector and who blindly fetishize the Market will lead to a need for increased revenues, ironically, as non-tax sources of revenue dry up and drain the National Surplus. This is why we have a Dual system in Kalistan, and it must not be abandoned in support of knee-jerk obsessive devotion to markets and laissez faire capitalism. There are room for markets under the Dual System, but Markets are not to be the ONLY economic model used in Kalistan. |
