Description[?]:

Article I:
i) This bill calls for institutions to give speeches on the situation of their respective jurisdiction.
ii) These speeches must occur at the beginning, and end of each term and yearly following the first speech.

Article II(State of the Republic)
i) The President must make a speech at the beginning, and end of their term, as well as yearly on the state of the republic.
ii) In their incoming speech, they must comment on their plans for the next 4 years, as well as the current situation of the Republic in their eyes.
iii) In their yearly speeches, the President must comment on their progress over the previous year and their plans for the next year.
iv) The President must give an outgoing speech the month after an election in which they are not reelected.
v) In their outgoing speech, the President must comment on their progress over their term, as well as the current state of the Republic they are passing on to their successor.

Article III(State of the Cabinet)
i) The Cabinet will make a joint address delivered by the Prime Minister upon their confirmation, yearly, and the end of their time in government. This includes the caretaker governments.
ii) In their first address, the Ministers should comment on the state of the Ministries as they were when they took office, along with current plans for their terms.
iii) In their yearly addresses, the Ministers must state what they have done over the previous years, and what they intend to do over the following years.
iv) In their outgoing address, the Ministers should state what has been done over their terms, as well as a final summary on their Ministers before the incoming Ministry makes their opening address.
v) The Prime Minister will comment on the situation of the Ministry as a whole, along with what they have done over their term in office.

Article IV(Media Coverage of the Addresses)
i) The Addresses must be broadcast on all state-owned TV channels, excluding those specifically intended for children, as well as any channel dedicated to news, or running a news channel.
ii) State websites must also provide access to streams of the addresses.
iii) Transcripts, along with any other documents, from the speeches, must be published on the government websites and stored in the government records permanently.

OOC:
Enforcement of this bill will not be extremely literal, it is only required one address at the start and another during the term, others are optional for RP value, but do post a list of plans in the years you don’t do a formal speech RP, we will just RP that the speeches were made and the list was the plans required, or post the end of term summary without all the speech stuff.

MessageIt is a good idea and it adapts upon what we intended to do 300 years ago, and rather than just a loose initiative with no legal requirement, turning it into law allows for a fully transparent government and a government that works for the people
