MessageAs Article 1 is dependent on mandatory service being enacted ["required to perform military service (if applicable)"], and Article 2 removes mandatory service, Article 1 would then be not binding (not applicable), as there would be no required military or national service to conscientiously object to. Therefore, changing the policy in Article 1 is more to affirm clarity than to truly reform the policy itself.
