The protection of citizens act is a comprehensive ban on certain firearms. It moves to define important terms, increase background checks, tax the production and sale of firearms, outlaw advertising of firearms and lobbying for firearm sales. I will also allow urban areas to require gun licenses for all gun owners. Large capacity magazines shall be defined as any ammunition feeding device with a capacity to accept more than 8 rounds Semi-automatic weapons shall be defined as any firearm that not only fires but also performs all other necessary action for the firearm to be used every time the trigger is pulled Assault weapons shall be defined as any firearm with spiral grooves in the barrel allowing the weapon to shoot more directly Fully automatic weapons shall be defined as any firearm that will fire continuously if the trigger is held. All ammunition shall be classified based on the diameter of the largest circular cross-section perpendicular to the direction the shot is fired. The classification will be called calibre (i.e. a diameter of .2 inches would be referred to as “.20 calibre” or “20 calibre” No semi-automatic firearm shall have large capacity magazines and no firearm with large capacity magazines shall be semi-automatic. All fully automatic weapons shall be banned. The ban shall be enforced retroactively so that owning an automatic weapon is criminal activity. All ammunition with a calibre greater than .45 shall not be produced or distributed in the Commonwealth of Hituri. All sale of firearms shall require an annual license and inspection by the government. All sale of firearms shall be taxed 20% In addition to other taxes that may apply. All necessary and proper mental health checks shall be conducted by the corporations that produce the firearms. If a mentally ill person commits murder with a firearm the murder is the fault of the producer of the weapon. (C.E.O.s are jailed for life corporations are broken up etc.) Firearms shall not be shown or mentioned by or in any media operation (film, radio, newspaper) that was paid by an entity that benefits from the sale of firearms to a citizen of the Commonwealth of Hituri. In any area of The Commonwealth of Hituri that has a population density of more than 5,000 persons per square mile, the Citizens of the area may vote to require that firearm owners apply for a license every 5 or more years where they can be asked to pass tests of mental health and gun safety knowledge. Semi automatic weapons, assault weapons, weapons with large capacity magazines may not be concealed in public places All Firearms shall be banned in schools |

Message | Mr Speaker, We cannot support this bill as we find it is too harsh on gun manufacturers. How can we rightfully sentence a CEO of a company to life in prison for a consumer improperly using their product. If anything, the shop owner who would have failed to do a proper background check on the individual should be held accountable. Secondly, the bill language suggests that anyone currently owning a fully automatic weapon could be arrested. Can we please have some clarification on that? Will those gun owners be given the opportunity to hand the guns in and at least get some sort of reward? Raymond Houston MP for Glentingham Centre Shadow Minister of Justice |
