| Article 1: Upon the Passage of this Bill a new Provincial Department, the Emergency Preparation Agency will be created. Article 2: The EPA will be under the dual control of the Ministry of Internal Affairs and Ministry of Environment Article 3: The EPA's budget will be drawn from Internal Affairs & Environment Article 4: 50% of the levies from the Commonwealth Bridge Authority will be directed to the EPA Article 5: The levies of the Commonwealth Bridge Authority will be set at a minimum of 75 HLR per person and can be increased to no more then 150 HLR per person, with the consent of the Provincial Government. | Message | Mdm Speaker, The budget for the EPA is being drawn both from the Provinicial Ministry of Internal Affairs and the Ministry of Environment, at a cut of approximate 80/20, in addition fifty percent of all fees collected from the levies of the Commonwealth Bridge will be directed directly into the EPA, with the rest of the cash flow being used for reinforcing the bridge, and making it more able to withstand the extreme weather here in the north. Snowstorm Joseph was just an example of blizzards and superstorms that could hit us in the years to come, and we make preparations now to make sure this never happens again. Hon.
