Aminian Law on Public Transport

Senators,

During the debate for the establishment of TransInsula, we have argued that public transport must be provided free of charge to all users and be funded through taxation. Our argument still stands; public transport offers a public good that benefits all of society, by shifting transport away from private cars towards less polluting public transit, by providing all citizens the opportunity to travel to work, and is an excellent mechanism for the redistribution of wealth. Public transport is a common good, just like education, healthcare, public parks, or public lighting, and just as one doesn't have to insert coins to light individual lamp posts on the street or pay for every minute spent in a public park or library,public transport must move away from the current market-based focus on profitability and "efficiency" towards a system that recognizes its public importance. Implementing free public transport will change commuters from customers to citizens and will address issues of social exclusion and inequality, by increasing accessibility for lower-income passengers who cannot afford a car and are dependent on public transport.

For this reason we call for empowering municipal governments to provide free public transport for all local residents, funded through municipal taxes, and public transport between municipalities and regions shall be provided free of charge and will be financed through the national budget.
