| To be put before the Senat to vote upon the folloiwng suggestions by the military leadership: - Increase of the military expenditure to 15% of the GDP within the next ten years - Esbalishment of a total manpower size of 250,000 men regular soldiers including border troops and 50,000 for air force and marine - Establishment of a new guidline for training and new training colleges - Increase of the compulsory military service from 12 months to 20 months straight after leaving school and compulsory continous duty until the age of 50 for every man, meaning every year for 4 weeks - Founding of a hard core reserve of 200,000 men with 3 months of training each year between the age 18-49 - Establishment of a voluntary silver reserve of those able-bodied man over 50 with a target size of 200,000 men with 3 months of regular training and exercise each year - all these figures exclude civilian and auxiliary personnel - Opening up combat units towards women in seperate units - development of long-range biological and chemical capabilities with the help of two new submarines - modernaization of the existing biological and chemical capabilities which are estimated at about 10.000 artillery shells - blasting a 50 m deep and 100 m wide trench along all land borders and fortifie all land border further with bunkers and watchtowers - Target size for the air force: 200 fighter and bomber aircraft - increase the size of the navy to 50 ships and 50 air based vehicles - modernaize all soldiers equipment and technical and infrastructural deficits and buildings+ new weapons for all three branches of the military - establish a new cyber unit - import 3000 of the latest tanks and 1000 new artillery which is capable of carrying the chemical and biological capabilities - make cities impregnable by errecting heavily built watchtowers and improving air protection and by introducing movable barriers -introduce mobile barriers to all motorways and plant explosives on all bridges and other important points - construct and refit all defence and government bunkers to withstand at least 25 kp/cm² By agreeing the parties urge the military to take steps to relaize the white paper. It can be changed/abolished/passed with a simple majority. |
