Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

Article 1: The total number of seats in the National Assembly shall be increased to 540.

Article 2: Provinces shall be split up into one (1) ridings.

Article 3: The 450 seats shall be evenly split among the provinces.

Article 4: A system of closed-list proportional representation shall be used to elect Members of the National Assembly in each province.

Article 5: After the votes have been counted, seats shall be allocated per province per party using the formula quot = ((V)/(s+1)), where V is the total number of votes a party received and s is the number of seats that party has been allocated so far, initially 0 for all parties. The total votes cast for each party in the electoral district is divided, first by 1, then by 2, then 3, up to 90 (the number of seats per province).

The existing voting system is frankly not proportional enough, and the existing number of seats in the Assembly is inadequate for our population of nearly 100 million. Not only that, but the low number of seats means that smaller parties that could pop up in the future could have no representation at all. Our reforms would fix this, by establishing a closed-list proportional representation system using the D'Hondt method with lists at the provincial level. I hope the Assembly shares our sentiments.

OOC: While the game already uses the D'Hondt method with lists at the provincial level, we currently RP with single-member constituencies, as evidenced by the ridings I and other parties use my MPs/MNAs. I initially thought about keeping the existing RP system of single-member constituencies while at the same time increasing the number of members, but I feel like that would put undue pressure on the Royalists/Vesica5 because he'd have to make up a shitton of riding names for all provinces. Not only that, but it's a bit of a pain to add and relinquish ridings every election to reflect the number of seats I get per province. RPing provinces as constituencies would be less of a hassle.

MessageOOC: I'd like to add that I chose 540 because, aside from being in the ballpark of what I would consider to be fair for a nation with this population, this is divisible by halves (for passage of bills and for approving cabinets), by thirds (for future constitutional amendments), and by fifths (to divide it evenly among the provinces).
