| "Dear parlamentaries, As Head of state I propose the following Bill with which I want to clarify the Istalia unitary position against terrorism. I believe in discussion, but I don't tolerate any action of violence to affirm any ideal. Any act of violence must be condemned; in these times of internal conflict, any political group which chooses violence must be destroyed. This is an harsh word I said, but I'll say it again: we need to DESTROY every organization which harms to democracy, and so, which harms freedom. With this proposal, I would like to strengthen the AISIR (Agency for Internal Information and Security of the Republic) with four and simple commas to be put inside our laws: - AISIR Enhancement: a) The AISIR actively works for the construction and maintaining of local Groups of Counter-Terrorism (GCT): these secret groups work for the insertion inside public and private sectors of spy agents, working toward the interception of any terrorist group and, then, organize an undercover entry inside them; the objective is the uncover of the organization's leaders and organize their following arrest. b) The new established GCT under-organization must work in the respect of public and private institutions. The GCT must respect any privacy law, and should never expose private matters of any institution in which it appointed agents. As counterweight, all the interested institutions must collaborate for the sane and efficent work of any GCT agent. Despising violence, the agents will meet with any suspect terrorist not for his direct arrest, but for the creation of a line which must lead to the terrorist leaders: the main goal of the GCT is not the arresting of manpower or second-floor figures, but the arresting of the terrorist leaders and the destruction of their criminal apparatus. c) Every collaborator of justice will enjoy clemency depending how much their informations will help during the war against terrorism. Every ambiguous behavior, every act of reticence by public or private institutions or citizens, will lead to a specific investigation for complicity with terrorism. - AISER Enhancement: a) Our foreign intelligence must work in accordance with the internal to guarantee both the impossibility to escape for the terrrorist, and deny other terrorists to preparate acts outside Istalia and eventually manage to realize them inside our country. The new policy inside the AISER must, then, in addiction to active and concrete involvement in delicate scenarios, prioritize the interception of potential exchanges of informations from inside to outside our country (and the opposite), utilizing, for example, the powerful electronic means we discovered last years. I propose this to your, dear deputies, as an act of war against terror: I will be satisfied only when the last terrorist will be arrested and the last terrorist group will be annihilated.
