ARTICLE 1: Commercial whaling is illegal, but whaling for scientific purposes is allowed ARTICLE 2: The Sutton Environmental Agency of Hutori for Scientific Research and Scientific Exploration (SEAHORSE), to be based in Sutton City, shall be established. SEAHORSE will be appropriated funding to support a three-pronged mission: 1. To understand and provide predictions related to global climate change as related to Hutori's coastal areas, oceans, and waterways, 2. To disseminate that information broadly throughout the nation and abroad, 3. To manage and conserve coastal ecosystems and prevent environmental criminal actions. SEAHORSE would therefore be responsible for regulating Whaling research, and be given full authority to determine a process by which limited licenses for whaling research will be given to registered colleges, universities, and research institutions in Sutton and Hutori. SEAHORSE should be appropriated enough funding for a base of operations and research facility in Sutton and no fewer than three research vessels. |

Message | Mr. Speaker, This bill would disproportionately effect Sutton as many of our territorial waters are the areas in which Whales live and procreate. We were not consulted on this bill. Had we been consulted, we might have been able to assist the Free Democrats with creating a system where the need scientific research is balanced with ecological protection. However, the bill text does not make clear what constitutes "Scientific research." If the Coast Guard finds someone whaling, what is to stop that person from simply saying "I'm doing research, you can't stop me!" The SNP hereby recommend the creation of the Sutton Environmental Agency of Hutori for Oceanic Research and Scientific Exploration (SEAHORSE), to be based in Sutton City.
