Description[?]:

Article 1: Divorces are only legal with grounded cause (such as adultery, psychological intimidation and manipulation, deep unhappiness, and violence).

Article 2: Should this bill pass, any couple married before the passage may file for divorce for any reason whatsoever for a period of four (4) years before the law comes into effect for all marriages.

Article 3: The federal government shall establish marriage counseling centres around the country, where trained and licensed counselors shall dispense advice to married and engaged couples free of charge. Private counseling centres are allowed, but the government shall set stringent rules on the establishment of such facilities.

Article 4: Any couple wanting to obtain a marriage contract must first provide a signed letter from a licensed marriage counselor certifying the compatibility of said partners for marriage.

Article 5: In the case of a partner psychologically and/or physically hurting their spouse, the aggrieved party may file for divorce without the consent of the aggressor.

Article 6: In the case of a couple wanting to file for divorce due to deep unhappiness/discontent in the relationship, the couple must first submit a signed letter from a licenced marriage counselor certifying that the couple has received counseling, and that both parties have tried to save their marriage, but the relationship is fundamentally broken and cannot be repaired.

The people of Hutori must recognise the weight of marriage. No-fault divorce is eroding the meaning of marriage, and we need to send a message to everyone that marriage is something everyone should take seriously, and isn't just another contract you can cancel any time for any reason.

I rise to strongly object to this bill. A lack of no-fault divorce will force people in bad marriages to stay in bad marriages or make up reasons to get out of them. The end of no-fault divorce will not be the end of divorce - it will only be the end of amicable divorce!
