Dear Stortinget,

the Kingdom of Kazulmark is a federal country comprised of five culturally, linguistically, geographically, economically and historically distinct regions, the Fylker. Each Fylke has a substantial degree of governmental autonomy.

As such, the NPC has drafted an act which obliges each Fylke government to designate within five years from the moment of the passing of this act:

- a Fylke capital (if not already determined)
- a Fylke flag
- a Fylke coat of arms
- a Fylke motto
- a Fylke anthem and
- at least one distinct regional symbol (for example an animal or a flower).

The NPC hopes that this act will help rural residents strengthen their regional identities and help fulfill the basic principles of devolutionary federalism.
