Message | Mr. Speaker, I rise to ask for unanimous consent to ratify the first of the four major foreign policy positions this government has taken. I am extraordinarily proud of our work on TRIP - the Treaty on the Rights of Indigenous Peoples. This government has worked with Mashacara tribes in writing this treaty and I personally am proud of what we have accomplished. All nations that ratify this treaty will declare their respect and admiration for the Mashacara people and other indigenous peoples of the world. Message | Mr Speaker While I agree with most articles on this treaty, we cannot support Article V, section 1. When do reparations end. I do not believe in inter-generational guilt. I acknowledge that our ancestors have done significant wrongdoings to the Mashacara people, however, I was born here, as my mother, and her mother before them. At this stage, I believe I have as much of a right to Hutori land as any other nationality. I know no home other than Hutori. While it is important to acknowledge the past, we must move onto the future and acknowledge that we are all Hutorians, and work toward a future together. Message | Mr. Speaker, I thank the member for Acton Markets for his comment, and hope he will change his mind after I have the chance to explain the intent behind that section. Article V, Section 1 notes that "Signatory nations will assist indigenous peoples and support their claims to ancestral lands, through reparations, return of land, or some other mechanism." The key point here being "some other mechanism," it is up to the signatory nation to decide what that mechanism must be. Reparations are but one option for supporting claims to ancestral lands. After signing this treaty, it would be up to Parliament in conjunction with the Mashacara nations to decide what that mechanism should be. Signing this treaty isn't a commitment to reparations. Message | Mr. Speaker If I may intercede. If the Honourable Minister of Internal Affairs notes this affects indigenous people in general of signatory nations, not necessarily Hutori. The Hutorian and Mashacara people have lived side by side for two and a half thousand years. Issues of reparations and land claim disputes were, in Hutori at least, handled untold centuries ago. However despite the excellent relationship Hutori has with its Mashacara, in particular the Five Mashacara Nations in Falristan and the two Mashacara nations of Roccato and Sutton respectively other nations do not have this same relationship or past. This treaty compels states to work together to settle issues that may not have otherwise been settled and guarantees their rights and claims.
