Bill: Autonomy Referendum and Autonomy Act for the Fylke of Hent

Details

Submitted by[?]: Nationalrejnhedskongress (NPC)

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 4471

Description[?]:

Dear Stortinget,

the people of Hent have voted for the National Purity Congress in the last election and wish to be governed by the party they have elected. As the positions of the NPC are different to those of the minority parties (which are dominant on national level), and the latter are certainly a hindrance to the fulfillment of the will of the people, the National Purity Congress proposes to increase Hent's autonomy.

The following measures have been proposed by the leadership of the NPC and various citizens of Hent. A referendum shall be held on behalf of their implemptation and shall be considered as passed if more than two thirds of the population vote for the cause of the NPC.

- The death penalty will be retained in Hent but stay banned in the rest of the country.

- Corporal punishment will be introduced in the schools of Hent.

- The Fylke of Hent will be exempted from the LGBT Protection Act and will be eligible to implempt morality laws as well as redefine marriage as the holy union between a man and a woman.

- The Fylke of Hent will have the authority to ban recreational drugs otherwise legal in Kazulia.

- The Fylke of Hent will have the authority to ban sexual practices otherwise legal in Kazulia, including but not limited to incest, homosexuality and adultery.

- The Fylke of Hent will have the authority to ban pornographic or otherwise immoral kinds of media (especially films and video games) and impose moral content regulations on the radio, press and television.

- The Kazulian National Church will be given full recognization within the Fylke of Hent.

- The Fylke of Hent will be eligible to establish a Special Police Service and Special National Guard to implempt its morality and drug laws as well as to guard the Fylke border to prevent smuggling of substances otherwise legal in Kazulia but banned in Hent.

- Movement to or from the Fylke of Hent to other Fylkene for reasons of one's political opinion will be easened. Those who do not agree with the views of the National Purity Congress will be given financial aid to move outside Hent, while those who endorse the NPC and feel disenfranchised and discriminated against by the other parties and the government due to their political opinion will, if they do not already live in Hent, be given financial aid to relocate to Hent. A 1:1 move-in/out ratio is to be targeted.

- Hent will be permitted to endorse its Hulstrian and Luthorian heritage fully. The Fylke will be permitted to decide upon symbols of national and regional heritage and identity as well

- Outside of the measures and exceptions named here, the Fylke of Hent will stay an integral part of the Kingdom of Kazulmark, ruled by the King in personal union.

- The National Purity Congress will back down on its attempts to implempt aforementioned policies in the rest of the country for a period of at least 5 years.

- In turn, the other parties will cease their resistance to the legitimate rule of the National Purity Congress within the Fylke of Hent.

- No attempt at complete secession or the establishment of a fully "hard" border may be made by the Fylke of Hent for a period of the duration of the agreement.

- A neutral commission will control the implemptation of this agreement.

- Five years will be given to both parties to implempt the plan.

- The initial duration of this agreement is 50 years. It will be reviewed at the onset of every electionary period. All amendments made must be approved by the National Purity Congress and the Fylke Government of Hent. The same applies to the decision to end this agreement prematurely or to prolong it.

The NPC hopes that this compromise will allow citizens of all political opinions to live in conditions suiting them best and submit to the governments they wish for.

Under no circumstances will the government accept this Mr Sklenger. What you describe in this proposal is the same as that Hent will declare itself as an independent state. The Laws You Want to Get Out of Hent is federal laws voted and approved by the parliament which all counties must follow unless parliament has decided that this will be the local powers decide over. The government has proposed laws that have been adopted. NPC has mandates in the Storting, which means that they can fight against these laws while voting. But now they are adopted
which will mean that the County Council has to follow and follow these according to the Constitution §3.

Show the Governor of Hent still goes and implement the popular elections in Hent then it will be considered treason and the governor will be arrested and impeached for his actions and I would also ask the Storting president to suspend NPC's members in Stortinget.

Random fact: Players have a responsibility to differentiate between OOC (out-of-character) and IC (in-character) behaviour, and to make clear when they are communicating in OOC or IC terms. Since Particracy is a role-playing game, IC excesses are generally fine, but OOC attacks are not. However, players must not presume this convention permits them to harass a player with IC remarks that have a clear OOC context.
