The International Terran Bank currently serves only two countries, Hutori and Malivia. As the economy of Malivia is well underdeveloped compared to our own, we are carrying more than our fair share of the load. It is the recommendation of the Foreign Ministry to leave this treaty and craft a new one that can provide the services the International Terran Bank is supposed to, but has yet to, truly achieve.
