I reclaim my time, seeing Mr. Jones has finished.

The Foreign Ministry agrees that a bi-lateral Terran Bank does not make much sense. We would like to request withdrawal from this treaty, so that we can create a new one that better serves the needs of Hutorians and Terra writ large.
