MessageWhile the KMDM is generally in favour of greater localisation and devolution of federal powers, the KMDM cannot vote for this legislation if Article 1 and Article 3 remain in the legislation. The question of shelters is a matter of basic national security, shelters reduce the adverse impact of a nuclear attack while by extension improves the deterrent effect of our possession of nuclear weapons in relation to other nuclear-armed state, a matter of basic national security must remain within the competence of the central government. As for Article 3, the question of what currency is legal tender, and hence subject to governmental regulations on printing and usage as well as susceptible to influence via State monetary policy, is also a question which must remain in the hands of the central government. Huge distortions in competition and intra-national obsctales to trade would emerge if some prefectures recognise certain cryptocurrencies as legal tender and other prefectures recognise a whole different set of cryptocurrencies as legal tender.

If these two Articles are removed, however, the KMDM will support this legislation.
