| Deviano Fonti, AV Spokesperson on Healthcare: Honourable deputies, If we want to continue to provide decent healthcare to our citizens as well as ensure quality and professionalism without exceptionally high costs, we do not have much choice other than reach out to the private sector to help us keep up our comprehensive health care system It is our believe that when the healthcare of this nation will be in the hands of private investors, innovation and efficiency will increase while the costs lay low, due to government oversight. We seek to implement a comprehensive system of healthcare insurance to make sure every Istalian has acces to quality healthcare. Health insurance in the proposal is mandatory. Healthcare in is covered by two statutory forms of insurance: - General Healthcare Insurance, often called ‘basic insurance’, covers common medical care. - Long Term Healthcare or LTH covers long-term nursing and care. While Istalian residents are automatically insured by the government for LTH, everyone has to take out their own basic healthcare insurance, except those under 18 who are automatically covered under their parents' premium. If you don’t take out insurance, you risk a fine. Insurers have to offer a universal package for everyone over the age of 18 years, regardless of age or state of health – it’s illegal to refuse an application or impose special conditionsv for basic insurances. In contrast to many other Majatran systems, the proposed system's government is responsible for the accessibility of the healthcare system in the country, but not in charge of its management. A key feature of this system is that premiums may not be related to health status or age. Risk variances between private health insurance companies due to the different risks presented by individual policy holders are compensated through risk equalization and a common risk pool. Funding for all short-term health care is 50% from employers, 45% from the insured person and 5% by the government. To oversee the entire sector, we would like to seek more regulatory status for the already existing Servizio Sanitario Nazionale (SSN). With this system, we can reduce overall healthcare costs, with no decrease in quality whatsoever. Also, we can use the free money to invest in public safety and education, which are in dire need of extra funds. So basically all citizens have the obligation to seek health insurance, and health insurance companies have the obligation to offer at least one or more basic insurances that cover all basic healthcare costs at a reasonable price. However, we fear that this "everyone has to take out their own basic healthcare insurance" could not be achieved by really all citizens. For this reason we would like to have the Government ready to subside the cost of the GHI for poor and low-income citizens. Thank you" |
