"Mr Speaker,
the State should not be more important than the citizens, at least not when we are talking about rights, duties and.... money! Cannot be one of the interested parties to determine compensation. The seizing party will be naturally pushed to propose a solution to guaranty its own pockets and the same will do the seized party.

For this reason, we think the best solution is to leave to a neutral body to determine the right compensation.

We disagree for one specific reason: bureaucracy. With the current legislation, we remove the completely unnecessary middleman between the government and the individual namely the "neutral body". It takes long for these court proceedings and if the victims may sue anyway, what is the point in having them?
