| Bill proposed by Senator Jake Sanders (D-SA) that creates a part-time, state militia to be referred to henceforth as the National Guard. The bill also changes the United States policy regarding land mines, and conscription. |

Old value:: The use of land mines is prohibited.
Current: The use of land mines is allowed.
Proposed: The Government leaves this to the army to decide upon.

Current: All adults upon completion of schooling must serve a term of civilian national service.
Proposed: All adults upon completion of schooling can be required in times of war to serve a term in the military.
