This bill proposes that the government seize all private ranches with an operating area that is greater than 95% of all other private ranches. This bill provides for the operation of these ranches by committees elected by the workers employed on them, and authorizes the department of Science, Technology, and Agriculture, from its discretionary funds, to supply these ranches with technical or material assistance. |

Second, it provides relief to middle-class ranchers who have trouble competing with giant ranching business operations. Third, it represents a first step toward a comprehensive land reform that can put producers in control of the land they work. |
