This bill proposes that the government seize all private ranches with an operating area that is greater than 95% of all other private ranches. This bill provides for the operation of these ranches by committees elected by the workers employed on them, and authorizes the department of Science, Technology, and Agriculture, from its discretionary funds, to supply these ranches with technical or material assistance.

MessageFirst, this allows for more democratic control over the major impacts these large-scale grazing operations can have on people's lives--for example, on questions of environmental impact. Second, it provides relief to middle-class ranchers who have trouble competing with giant ranching business operations. Third, it represents a first step toward a comprehensive land reform that can put producers in control of the land they work.

MessageOh, we are appealing to the segment of the population that is marginalized--the landless and the small ranchers. We are not as interested in the public opinion of the landlords and those whose ideas are shaped by them. OOC: If there's no proposal to go with the bill, it doesn't affect the party's opportunities for success.
