We propose that Hkinor Mardoh. the founder of the Socialist Association, should be released from prison on probation. Should he engage in any illegal activities, he will be quickly re-arrested and sent back to prison.

Hkinor Mardoh is an utterly reviled member of society whose seditionist outbursts can only be contained behind prison bars.

I will not allow his release, not at this time - even on probation. I have, therefore, directed the judiciary to bar any attempts to release him until we no longer deem him to be a threat.

Further, if the Socialist Association continues to carry out his work by proxy by organising the mass rallies we saw recently in cities around the country, I will have no option but to order them to be shut down and any march they organise broken up by the police, due to the danger they present to the public at large.

In a land where democratic reforms are being introduced by my government at regular intervals it gives me no pleasure to dissolve any organisation that wishes to have its voice heard, but the SA is on a knife edge here between promoting an anti-establishment philosophy and endangering the fabric of society.

Given the strength of the Prefect's views, we have decided to withdraw our support for this proposal. However, we are of the opinion that a more liberal approach to these issues would be helpful in terms of avoiding making political martyrs of these people. We are concerned their support is growing, both in Vanuku and abroad.
