| Seeing the need to have accurate information about present or immediate actions that affect the security of the confederation Considering intelligence agencies as key elements in the collection of information for national defense Manifesting the need to specialize the work of intelligence agencies and centralize the decisions. 1. the general intelligence office is created. It will be directed by the intelligence director. 1.1 The director of intelligence will be appointed by the parliament at the request of the president. 1.2. The director of intelligence will control the budget of the intelligence programs, establish objectives, priorities and guidelines for the agencies under his charge and manage and direct the activities of collection, analysis and production of reports, maintaining confidentiality in its dissemination. You can create agencies or special operation groups to achieve the objectives. All the activities required by the GIO to the intelligence agencies should not affect the political processes of the confederation, nor the public opinion. 2. The principial intelligence agency is created. 2.1 The PIA will be under the orbit of the GIO. This agency will have the mission of -collect, analyze and prepare reports on foreign governments, individuals or corporations, even within the borders of the confederation. -perform or supervise covert activities -black operations -coordinate a group of tactical paramilitary operations of covert action -coordinate a group of covert political operations of covert action -coordinate the counter-intelligence. -All activity required by the GIO 3. The internal security agency is created. 3.1 The ISA will be under the orbit of the GIO. This agency will have the mission of -recollect, analyze and prepare reports on national governments, individuals or corporations. -Design strategies for the obtaining of information through the intelligence of communications or intelligence of signals or other technologies. .-perform or supervise covert activities -All activity required by the GIO 4 The independent development office is created. 4.1 The IDO will be under the orbit of the GIO. This agency will have the mission of -Design, build and operate satellites, stations, radars, and any other element that is required by the GIO for intelligence. -Obtain and deliver intelligence for distribution among other agencies. 5. The geospatial intelligence agency is created. 5.1 The GIA will be under the orbit of the GIO. This agency will have the main objective of collecting, analyzing and distributing geospatial intelligence data in support of national security. 6. The strategic intelligence agency for defense is created The SIAD is under the orbit of the GIO. This agency will have the objective of -inform those responsible for the formulation of civil and defense policies at the national level on what the military intentions and capabilities of foreign governments as well as non-state entities would be -provide intelligence assistance at departmental level and coordination for individual intelligence components for military services and operational personnel of the armed forces. - Collection and analysis of foreign intelligence related to defense, such as politics, economy, industry, geography, medicine and health. -collecting and intelligence analysis of human sources and Intelligence of Recognition and Signature or other methods. -vise by integration of diplomatic military efforts abroad -Coordinate a group of tactical operations of covert action -coordinate military counter-intelligence -All activity required by the GIO 7. The GIO is authorized to finance programs for development and acquisition for 3 satellites with technology based on Imagery Intelligence for 10 satellites based on Measurement and signature intelligence for the construction of 3 intelligence bases with technology based on Signals intelligence in Dankuk, Telamon and Lodamun. for 3 Auxiliary ships with technology based on Signals intelligence and ability to transport UAVs 30 UAV's of recognition. 7.1. It is authorized to use funds from the Ministry of Internal Affairs, Infrastructure and Transport and Health for the development of this law until the next fiscal period. |
