A more capable, agile and potent future force supported by an effective Defence organisation is essential to protect Luthori's security and prosperity over the coming decades. Through this Defence White Paper the Government will provide Defence with the funding necessary to develop a more potent and capable set of options to respond to emerging and unexpected challenges to Luthori's three Strategic Defence Interests.

To ensure the Luthorian Armed Forces maintains the highest degree of combat effectiveness in the world, Government is making a significant long-term investment in Defenceโ€™s war fighting equipment and supporting systems, research and development, and the skills and training of our armed forces personnel.

Major investments will be made in the future in the name of modernisation and enhancement of the potency, range and capabilities of our nation's armed forces. New invests will include a modernised generation of submarines, the continued procurement and development of surface vessels, the introduction of a technology based infantry combat suit, the procurement and modernisation of land systems and the integration of transnational defence systems.

A renewed emphasis will be placed on the armed forces' intelligence capabilities. From electronic warfare to space capabilities the armed forces must maintain an edge over its enemies. A renewed design of the armed forces would herald these joint intelligence changes.

If our nation is to maintain a degree of readiness to any and all threats to our strategic interests, our infantry plays an extremely important role. The infantry battalions and brigades of the Luthorian Armed Forces have been neglected and are gradually shrinking into smaller, increasingly unprofessional military formations. This can be attributed to the fact that the Luthorian Government has not granted the Luthorian Army the ability to modernise itself. To this end, as a means of modernising the infantry's capabilities in combating new and evolving threats, land systems must be modernised and new systems must be procured. Systems such as the F45A2 assault rifle (L85A2), and the "F" number rifles must be modernised and expanding to fitting the role of an expanded infantry capability. Other land systems including armoured personnel carriers (APC)s, main battle tanks, infantry fighting vehicles, etc. must be modernised and/or procured.

Similar in importance to enhancing the capabilities of the land forces, the air-force deserves a degree of attention in its right. As our nation strives to become a serious military power, our capabilities in the air must be enhanced. To this end, the modernisation of the air-force must come in the form of modernising and expanding our existing fleet of Unionfighters, Z-35's and ADG Tornado ECRs, the enhancement of our nation's radar systems in collaboration with our allies and the expansion of our capabilities as it pertains to airborne forces and transportation logistics through the procurement of transportation aircraft.

Our nation has maintain a history of an internationally respected naval force. If our nation is to maintain this tradition of an internationally respect naval forces, modernisation must come as a means of ensuring that we maintain cutting edge equipment capable of responding to new and adapting threats. It is no secret that our nation's ageing fleet of naval vessels especially as it pertains to our ageing fleet of aircraft carriers. As we move to decommission these vessels as a modernisation programme can do nothing to supplement decades of neglect, we must find/procurement/develop equipment that fills the role of these aircraft carriers to be decommissioned. Thus to this end, the government will sponsor design venture for a replacement to the existing fleet of aircraft carriers and will work to procure/develop other naval vessels including helicopter carriers, expanding our destroyer and frigate fleets and ensuring that our submarine fleet both nuclear and diesel electric are maintained and equipped with the most cutting edge equipment.

Our nation's nuclear capabilities have been on a rapid decline over the past decades and thus is in part due to the neglect by the governments of the past and present. Our nation's nuclear capabilities must be maintained as the threat of nuclear destruction at the hands of other hands still hangs above our heads. Our nation must ensure a constant nuclear deterrent and the maintenance of said deterrent cannot be achieved with a strategic nuclear force that is rapidly on the decline. Thus the government will support ventures for designs of new nuclear submarines and will continue to work on the development of our nuclear forces.

Transnational defence entails the ability for Luthori to defend its interests internationally through cooperative and in some cases alternative means. For some time, Defence Command and the Ministry of Defence has contemplated on orienting the armed forces towards humanitarianism and international assistance. Through the procurement of various systems, the armed forces is turning this idea into reality. As a means of expanding transnational defence and cooperation Luthori must:-

- Enhance its existing relationships, especially with nations such as our regional and commonwealth allies. By enhancing these relationships beyond the conventional relationship, the Ministry of Defence in cooperation with the Ministry of Foreign Affairs should aim to ratify concrete military cooperation agreements with the aforementioned nations. This in itself should not restrict cooperative with as it pertains to the Luthorian Armed Forces to the armies of the region and the Imperial Commonwealth, but the Luthorian Armed Forces should open itself to being available to offering assistance to the national armed forces of other nations as a means of prompting cooperation.

- Construct foreign military bases. Foreign military bases would allow for us to better protect our international interests. Through foreign military bases we will thus be able to respond to instances faster and at a much stronger capacity.
