| This bill is created in order to protect New Endralon, Kizenia and Kuzaki (hereby refered to as NEKK) society from radical and unrealistic changes. It is mandatory for all PPS members who plays in NEKK to abide by this bill and it is enforced by the Political Protocols Society. This is not enforced for non members of the PPS but would you kindly still abide this document? It would be greatly apriciated if you did. INTRO As the cultural protocols says New Endralon and Kizenia are both nation names used by different groups. The Zyldavians or New Endralonians use the name New Endralon. They are colonists from Endralon and have ruled the nation from its colonisation up until ~3100. From there on the Kizenian dominance returned and they ruled the country until ~3700. === SYSTEM OF GOVERNMENT The Kizenians, New Endralonians and the Kuzaki came to an agreement to establish three seperate republics: The Republic of Kizenia, The Republic of New Endralon and the Kuzaki Republic. These three republics formed the Confederation of New Endralon, Kizenia and Kuzaki. The Republic of New Endralon: Endrafold & Zyldavia The Republic of Kizenia: Tilarnia, Tiania The Kuzaki Republic: Kutohaderia The system of government has been a confederation for a long time, and it is part of NEKK's identity. The constitution declares all the powers of the HoS, HoG, cabinet and the legislature. === FOREIGN POLICY NEKK has historically been strategically working with other countries and playing them off each other using Hard Power and Soft Power. Because of the (former) great power Trigunia next door and the implosion of Keris Union and NOCTO, NEKK has invested large percentages of GDP in expanding and projecting military power. === PROTECTED FACTS Protected Facts are things which occurred or exist and which cannot be changed. They are protected by the Political Protocol and enforced by the PolPros Society. They may only be changed with consent of player of the country. 1. Short Name of Country (or countries if you will): New Endralon, Kizenia and Kuzaki 2. Geography. Geology, and Environment: NEKK is located in Nation 33 and its geology and environment are as described on the wiki (https://particracy.wikia.com/wiki/Geography_of_New_Endralon) 3. History: All wiki entries and forum RP as of ------ are considered cannon 4. The names of the Legislature, the Regiune, and the Cities: The legislature is called Camera Unită a Deputaților which means The United Chamber of Deputies. The names of the cities must NOT be changed. There was some big confusement when the wiki names and the IG names of the cities weren't the same. To avoid such confusement here are all the city names. They are protected by the Political Protocol and enforced by the PolPros Society. They may only be changed with consent of all player of the country. 1. Long Name of Country: Confederation of New Endralon, Kizenia and Kuzaki. 2. Political Ideology: Since 4502, NEKK is a state based on the Nordic model of welfare and militarism. Crrently allocates 7% of the GDP for education and 7% of GDP for the armed forces. 3. Military Strength and Northern Council membership: NEKK The country has gone from cooperating with great powers to developing indigenous technology to project power. Thanks to supranational and bilateral alliances, the country has managed to have military bases in allied countries. Anyway, the objective of the country is to maintain forces of rapid deployment in the 5 Oceans and ensure a permanent seat in the security council and contain external threats. 5. Strong Economy: NEKK’s economy is growing through investment, research and scientific development. NEKK is world leading in some sectors. Explorator is one of the biggest carbrands and MateShipping is terra’s biggest shipping company. The Kizaki bank was created with the purpose of competing against other multinational banks such as the ITB and through international credits to countries with fewer resources, it has managed to obtain licenses and win bids for its own companies (all as of 16 december 2018). | Message | This is the proposal of political protocol. Of course it is open to debate. However, there is also the possibility of withdrawing from the Polprot society. This is even less bureaucratic than the cultural protocol that should also be changed given the latest events (i.e. Endralon is an English culture) and serves, at least, practice for the next here |

| Message | OOC: I propose adjusting the Cultural Protocols to reflect a slight to moderate increase in the proportion of Kizenians. This would be due to: (1) Legionary decolonial propaganda campaigns, arguing that many New Endralonians are actually descendants of Kizenians who were culturally assimilated to Endralonian culture (analogous to Austro-Hungarian Empress Maria-Theresa's policy of forcing Rroma to assimilate as "New Hungarians" (see here: http://gypsies.enacademic.com/615/Maria_Theresa and here: http://forum.particracy.net/viewtopic.php?f=17&t=243&start=350#p141444 ) and (2) the fact that LNC has won elections with absolute majority in the Republic of Kuzaki and in parts of the Republic of New Endralon. The Cultural Protocols should also define the Legionary Faith as a new religious movement. It currently has 9.2 million followers or 9.2% of the general population as members, while it has had on average, 6.7 million followers or 6.7% of the general population throughout its existence. (It may be better to put an average as the number of Faithful Legionaries varies from election to election. Its headquarters is the Cathedral of the National Legion in Cetatea Albă. | Message | I agree that the cultural protocol must change. The policy of two children should reduce the local population against immigration, for example. However, in this case, it is the political protocol. We could even change the confederation. Although, I'm not sure if I'd like to turn it into another system that works. | Message | I'm a bit confused by the part with "Since 4502, NEKK is a state based on the Nordic model". What changed in 4502? What were we before that? If LNC at some point wins a Head of State and legislative majority, would you be willing to RP a far-right take-over, turning CNEKK into a Kizenian identitarian "Unitary-Legionary" state? We could even RP two factions of the same party? |

| Message | Yes of course. Although the rules are from the Political Protocols Society. It is moldable, although it would be good if, at some point, there is some consensus. About 4502, it refers more to a specific year. The PR is much earlier, and was variable according to the government. Perhaps, the only stable thing was the budget and the increasing taxes. However, even today, it is not complete, but neither is it possible to move forward if there are no changes in this protocol |
